In a progressive move towards inclusive democracy, Chandigarh is set to offer home voting facilities to senior citizens aged 85 and above, persons with disabilities, and even active Covid-19 patients for the upcoming Lok Sabha elections. The initiative, which marks the first of its kind in the region, is aimed at facilitating voting for those who face challenges in accessing polling booths due to age, disability, or health conditions.

Home Voting: A Game-Changer for the Electorate

  • Home voting using ballot papers will commence on May 18 and conclude before June 1, aligning with the final phase of the Lok Sabha elections in Chandigarh.
  • Approximately 4,680 individuals aged over 85 and 3,735 persons with disabilities are eligible for home voting in Chandigarh.
  • The Election Commission of India (ECI) is spearheading this initiative to ensure that every eligible citizen can exercise their voting rights without hindrance.

Registration and Distribution of Forms

  • District election officer Vinay Pratap Singh announced that Form 12-D for home voting will be distributed by special teams comprising block level officers (BLOs) and officials starting April 15.
  • BLOs will verify the 40% disability certificate to confirm eligibility for home voting, which will be issued once consent is obtained from the voter.
  • Residents aged 85 and above, persons with disabilities, and Covid-19 patients can register for home voting by May 4 to participate in the elections.

Conducting Home Voting

  • Special officers will transport voting compartments to registered voters’ homes, ensuring proper webcasting to maintain the integrity of the electoral process.
  • Political parties’ polling agents will be informed of the home voting schedule to facilitate transparency and oversight.
  • Facilities will be available at all polling booths for senior citizens and differently abled voters who prefer to cast their votes in person.

Enhancing Voter Accessibility

  • The introduction of home voting is expected to significantly benefit Chandigarh’s elderly population, especially retirees who have made the city their home.
  • This initiative underscores Chandigarh’s commitment to ensuring broader participation in the democratic process and upholding the rights of every eligible citizen to vote.

Conclusion

Chandigarh’s decision to introduce home voting reflects a progressive approach to democratic practices, ensuring that no citizen is left behind in the electoral process. By offering this facility, the city aims to set a precedent for inclusive elections and empower every eligible voter to exercise their democratic right.
